Governor Professor Babagana Umara Zulum of Borno State on Wednesday presented the 2021 Appropriation Bill of N298,791,748,000 to the Borno State House of Assembly (BOSHA) .
The budget proposal which was tagged,”The Peoples Budget of Recovery and Consolidation” will be financed from a Recurrent Revenue and Domestic Revenue Receipts of NN90b and Capital Receipts of N118b.
The Recurrent Expenditure Estimate stood at N172b and Capital Expenditure proposal of N135b with N833b as Contingency Funds.
The governor noted that the 2021 budget proposal was based on the federal government fiscal forecast for the 2021-2023 Medium Term Expenditure Framework while the Internally Generated Revenue (IGR) forecast was adopted with some indications to reflect realities within the state’s realities.
He said the Recurrent Revenue Estimate for the 2021 budget proposal is N81 billion comprising of FAAC Revenue of N65.4 billion and Internally Generated Revenue (IGR) of N15.7 billion while Statutory Domestic Recurrent Grant from Local Governments for contract financing of Recurrent Expenditure in the State entities stood at N8.9 billion .
Accordingly, he said, the total Recurrent Expenditure for the 2021 Budget amount to N772.7 billion and the Recurrent Expenditure Projection for the 2021 was reviewed and maintained within realistic limits and comparatively was less than the amount under the provision for payment if gratuity by N6.3 billion and increase in debt service Expenditure by N4.5 billion.
He added that the 2021 budget proposal therefore was set to enhanced target for accountable governance and seeks to serve as foundation for the implementation of the proposed State Development Plan , pointing out that, the 2021 projections were therefore based on benchmark of crude oil price of 40 USD per barrel , crude oil production of 1.8 million barrels per day , inflation rate of 12.4% and exchange rate of N360 per dollar.
In the sectoral allocations, the State Ministry of Reconstruction, Rehabilitation and Resettlement (RRR) with the highest of N19b followed by the State Ministry of Education with N15b, State Ministry of Works, N12b; Borno State Rural Water Supply and Sanitation Agency, N11b; and State Ministry of Agriculture & Natural Resources, N11b.
The lowest allocations went to State Ministry of Inter-Governmental Affairs and Special Duties with N72m followed by State Ministry of Women Affairs and Social Development with N156m State Ministry of Sport Affairs and Youths Empowerment with N261m, Borno State House of Assembly Service Commission with N174m and State Ministry for Local Government & Emirate Affairs with N361m.
Receiving the 2021 Budget proposal, the Hon. Speaker, BOSHA, Hon Abulkarim Lawan thanked the governor for presenting to the house what he described as touchable progressive and developmental budget proposal for the state which touches all sectors of the state economy.
He added that despite the 2020 budget implementation distortion and obstruction by emergencies such as COVID-19 pandemic and fall in global Crude price, the Budget was adjusted to meet the yearnings and aspirations of Borno people particularly to rebuild borno state and restore peace and stability in the eleven ravaged book haram insurgency epic center.
Lawan said since assumption of office by the governor, there has been cordial and harmonious working relationship without interference between the legislature and the executive including the judiciary and security forces..
He noted also that the house was pleased to identify and associate with the numerous achievements, policies and programmes of the governor which informed speedy passage of all the executive bills into laws
Concerning the brutal murder of innocent Zambarmari rice farmers and other farmers in some parts if the state by the boko haram insurgents, the Speaker appealed to the federal government to deploy more and adequate security to Borno state , especially, to Marte, Abadam, Guzamala and Kukawa LGAs as well as returning the contractor handling the federal trunk ‘A’ road from to Maiduguri-Monguno- Baga-Kukawa while commending the efforts, sacrifices and support of the security agents in the state.
